An international driving permit isn't a standalone licence — it's essentially a certified translation. It's only valid alongside your regular national licence, and its whole purpose is to let police in another country read exactly what you're authorized to drive. Do You Need an IDP to Drive in Dubai?

This comes down entirely to where your driving licence was issued — not your nationality or your passport. Who Needs an International Driving Permit in the UAE?

If you're not a UAE resident and your licence wasn't issued in one of the exempt countries, you're required to carry a valid International Driving Permit alongside your national licence. Where to Check Officially

  • MOET — Renting a Car — the official page for tourists and car rental; confirms the 25 exempt countries plus the GCC, but doesn't include the broader Markhoos list.

  • MOI — Markhoos — a licence recognition/exchange service tied to residency; check here for the current country list and conditions for visitors versus residents.

  • RTA Dubai — Driver and Car Owner — useful for Dubai-specific procedures (like issuing an international licence), but it doesn't carry a separate country list for tourist rentals.

  • Your specific rental company. The final practical word comes from the written terms of the company handing you the keys — they're the ones responsible for your insurance coverage and required documents.

The same rule that applies to driving applies to renting: if your licence falls into one of the categories above, you don't need an IDP to book.

What Documents Do You Need to Drive and Rent a Car in Dubai?

If you're booking as a tourist, here's the standard document set:

  • passport (residence-permit ID cards aren't accepted for car rental);

  • a valid national driving licence (original);

  • an International Driving Permit (original) — if your licence doesn't fall under the exemptions listed above;

  • a visa or entry stamp.

Worth noting: if your licence isn't issued in English or Arabic (for example, licences from China, Japan, or Thailand), a certified translation may also be required — confirm this with your rental manager when booking.

UAE residents present:

  • a UAE licence (at least three months old — if it's newer, you'll also need your original national licence as proof of driving history);

  • Emirates ID.

If a customer has an Emirates ID but no UAE driving licence, the rental cannot be processed.

Age and Driving-Experience Requirements

  • Minimum age to drive in the UAE — 18.

  • Minimum age to rent a car — 18 to 21 (under 21, only economy-class vehicles are available).

  • Some categories, including supercars, are only available from age 25.

  • Regardless of age, a minimum of three months of driving experience is required.

How to Get an International Driving Permit

Age

You can't get an IDP before age 18 — this is a general minimum that applies regardless of the minimum driving age in your home country (a rule that traces back to the 1949 Geneva Convention, which the modern IDP format is built on).

If You're Visiting the UAE

Apply through your home country's national motoring authority before your trip — in most countries, this is handled by an automobile association. Processing usually takes a few days, so it's not something to leave until you land. Tourists cannot get an IDP on arrival in the UAE — that option only exists for residents (see below).

If You're a UAE Resident

You can apply entirely online — through the RTA website (for Dubai-issued licences), the MOI UAE app (via UAE Pass), or the ATCUAE portal. You'll need a valid Emirates ID, passport, residence visa, and UAE licence, with all traffic fines settled beforehand. Processing typically ranges from a few minutes (instant digital version) to 2–5 working days if you want a physical card delivered. You can also apply in person, without booking ahead, at Dubai International Airport, Terminal 3 (arrivals area) — it takes under five minutes.

Digital or Physical?

UAE residents get both: the digital version arrives almost instantly and is accepted for local procedures, while a physical card is available on request with delivery. The IDP format was historically designed as a paper document, and outside the UAE, not every country or traffic authority is equally comfortable accepting a digital-only copy — so when you're travelling abroad, it's worth carrying the physical original rather than relying on a photo on your phone.

Validity

A UAE-issued IDP is valid for one year from the date of issue and can't be renewed — once it expires, you'll need to apply for a new one. This matches the international standard: most countries issue IDPs with a one-year validity, regardless of how long your underlying national licence remains valid.

What Happens If You Drive in the UAE Without an IDP?

Driving in the UAE on a foreign licence that doesn't fall under the exemptions above, without a valid IDP, is a violation — penalties range from a fine to a court summons. Without an IDP, you're effectively driving without a valid permit: if you're stopped, the patrol can impound the vehicle and either arrest the driver or issue a mandatory court summons.
