How to apply for a driving license in Dubai: three routes, RTA fees, minimum age, categories and renewal costs in one place.

You've moved to Dubai and found that the license in your wallet may not be enough. Working out how to get a driving license in Dubai is one of a new resident's first admin tasks — Dubai's RTA replaced 58,082 foreign licenses with UAE ones in 2025 alone.

There are three routes, and they differ in cost and effort by thousands of dirhams. This guide shows which one fits you, what it costs, and how to keep driving legally in the meantime.

Short answer

If your license comes from one of the 57 countries on the RTA list, you can exchange it for a UAE license with an eye test and no driving exams (AED 1,050 in fees). If your country isn't on the list, try the Golden Chance: one attempt at the theory and road tests with no compulsory lessons (AED 830–870 in RTA fees, about AED 2,000–2,200 with test fees). Otherwise you'll train from scratch at an RTA-approved school. The UAE traffic law allows a license from age 17; for cars, the official portal lists 18.

Can you drive in Dubai on a foreign license?

As a visitor, yes. Tourists can drive on their home license, and some nationalities also need an International Driving Permit — see our guides to the International Driving Permit for tourists and renting a car in Dubai as a tourist.

Once you become a resident, you need a UAE license — Rentico's terms apply this even while your residence visa is in process. Driving on a foreign license where the law doesn't allow it is fined; published amounts range from AED 400 to AED 1,000.

Option 1: exchange your driving license in Dubai

If you want to exchange a driving license in Dubai, first check whether your country is on the list. According to RTA and the Dubai Media Office (20 January 2026), you can convert a driving license from 57 countries: 5 GCC states, 38 European countries, 13 from Asia and Latin America, and 1 from Africa. Recent additions include Kyrgyzstan, Kosovo, North Macedonia, Croatia and the US state of Texas.

What you need:

  • a valid original license (expired licenses can't be exchanged);

  • a pass at an eye test from an approved centre;

  • an application through the RTA website or a Customer Happiness Centre, made in person;

  • your Emirates ID.

Exchange fees (RTA, checked 27 October 2026):

The exchanged license is usually issued straight away.

Option 2: the Golden Chance driving license in Dubai

What is the Golden Chance in a driving license? It's an RTA route for residents whose valid license comes from a country not on the exchange list. Instead of a full course, you get one attempt at the knowledge (theory) test and the road test, with no compulsory lessons.

  • Eligibility: a valid light-vehicle license from a non-listed country, Emirates ID and a Dubai visa. The RTA website offers the Golden Chance automatically when you start an exchange application.

  • Steps: eye test, then the knowledge test at an RTA-approved school, then the road test.

  • Cost: RTA lists the same documents as for a new license, so the RTA fees are the same: AED 830–870 if you're 21 or older, AED 630–670 if you're under 21 (see the fee table below). Knowledge and road test fees are paid at the driving school on top, which brings the total to around AED 2,000–2,200 depending on the school.

  • If you fail: you switch to the standard process with lessons (a failed knowledge test can be retaken for a fee).

Option 3: from scratch, step by step

This is how to apply for a driving license in Dubai if you've never held one, or if the Golden Chance didn't work out:

  1. Take an eye test at an RTA-approved optician (AED 140–180).

  2. Open a traffic file at an RTA-approved driving school with your Emirates ID (AED 200).

  3. Get a learner's permit (AED 100 for light vehicles) and the RTA Driver's Manual (AED 50).

  4. Pass the Dubai driving license theory test: 40 questions, with a pass mark of 30.

  5. Take practical lessons. Bin Yaber Driving Institute lists 20 hours for beginners and 15 hours for drivers with 2–5 years of experience.

  6. Pass the practical tests, finishing with the RTA road test.

  7. Collect your license (AED 100 if you're under 21, AED 300 if you're 21 or older).

Total duration depends on lesson and test slots.

Age for a driving license in the UAE and license categories

The age for a driving license in the UAE changed with Federal Decree-Law No. 14 of 2024, in force since 29 March 2025. The law sets the minimum at 17. The government portal u.ae lists the Dubai driving license age limit by vehicle type:

  • motorcycles and vehicles for people with special needs: 17;

  • cars and light vehicles: 18;

  • heavy vehicles and tractors: 20;

  • buses: 21.

UAE driving license categories follow the same vehicle types: motorcycle, light vehicle, heavy vehicle, tractor, bus and special-needs vehicle. For the official category numbers and codes, check rta.ae.

Rental has its own age rules: at Rentico, drivers aged 18–21 can rent Economy cars only, with an AED 2,000 deposit paid in cash or by direct debit.

Dubai driving license renewal fee and validity

  • Dubai driving license renewal fee: AED 300 (21+) or AED 100 (under 21), plus the AED 20 Knowledge & Innovation fee and an AED 140–180 eye test. That's about AED 460–500 or AED 260–300 in total.

  • Validity after renewal: 10 years for UAE and GCC citizens aged 21+, 5 years for residents, 1 year for under-21s.

  • Driving license renewal in Dubai online: through the RTA app, DubaiNow or Mahboub. You can renew up to 6 months early if you're 21+, or 3 months early if you're under 21.

  • Late renewal: AED 10 per month after expiry, capped at AED 500. If the license expired more than 10 years ago, you need an evaluation test.

Driving on an expired license is fined AED 500 with 4 black points and a 7-day impound. It's also worth taking a minute to check and pay traffic fines before you renew.

Renting a car while you wait for your license

Rentico's terms, in plain words:

  • Visitors: licenses from the US, Canada, the UK, listed European countries, the GCC, Australia, Japan and others are accepted without an IDP; other countries need an IDP plus the original license.

  • Residents: you need a UAE license. If it's less than 6 months old, also bring your home license showing at least 6 months of driving experience.

  • Becoming a resident mid-rental: you must switch to a UAE license, or you can't drive the car.

If your country is on the exchange list, do the exchange first — it's often same-day — then rent monthly while you decide whether to rent or buy a car in Dubai.

Conclusion

Check the RTA exchange list first — it's the fastest, cheapest route. If your country isn't there, the Golden Chance can save a full course, but you get one attempt. Otherwise, budget for the school package — it's the biggest cost.
